In a major step toward protecting the mental health and job security of first responders, the New Jersey Senate and Assembly have passed a groundbreaking bill aimed at supporting those experiencing work-related or vicarious trauma. Senate Bill 2373 and Assembly Bill 2145, both approved unanimously, now await Governor Phil Murphy’s signature to become law.

What the Legislation Covers

This measure directly addresses the urgent mental health needs of first responders, including paid police officers, firefighters, EMTs, paramedics, ambulance squad members, and 911 dispatchers. If enacted, the law would:

  • Ban discrimination against first responders diagnosed with PTSD resulting from their work
  • Protect employment status, prohibiting harassment, firing, or retaliation based on PTSD
  • Guarantee reinstatement after PTSD leave, once cleared by a licensed mental health professional
  • Allow legal action in Superior Court for violations, including reinstatement, back pay, and attorney’s fees

This bill not only acknowledges the psychological toll of frontline work. It affirms the right to heal without fear of losing one’s livelihood.

Counseling Coverage Also Expanded

In a related move, Assembly Bill 5792 was passed to expand workers’ compensation benefits for first responders. It guarantees:

  • 12 hours of confidential counseling after traumatic events
  • An additional 24 hours if needed, with mental health provider approval
  • No impact on sick leave or other benefits

This ensures early, stigma-free access to care, something Greenbranch strongly supports.

Awaiting Final Signature

As of July 24, 2025, Governor Murphy has not yet signed either bill. However, given the bipartisan support and widespread approval, his signature is expected soon. Once enacted, these laws will place New Jersey among the most proactive states in protecting the mental well-being of first responders.
